Who's responsible for adding new services (Support Services, etc...) to Treatment Plans?

Primary Therapist is always responsible for adding any and all services to the Treatment Plan as follows:

Staff member who would like to provide the new service should send an email to the Primary Therapist with the treatment plan information to be added.
Primary Therapist should open a Treatment Plan Review, and add the appropriate information.
